So I have an issue with a buyer that keeps creating new accounts and bids on items with the intention of NOT paying. This person has done it to many other sellers on Ebay.
What I want to know is how do you leave feedback(I know you can only leave positive)and warn others that this person is a non-paying scam bidder. I've seen a couple of their accounts with feedback saying "non-paying bidder" or "caution buyer does not pay!" I'd like to do the same but how do I go about it?

I could understand if they came in and unclicked a 'Solution' when it is chosen by the OP, but seriously, eBay rep's don't seem to know enough about eBay policy to decide what solution is correct LOL

You can't leave feedback on a item that you didn't sell.
The fact that you are asking such a question makes me wonder if there is something you don't understand about feedback.

A bidder who wins and doesn’t pay is not a scammer but nothing more than a non-paying bidder. A scammer is a buyer who is trying to get the item from a seller without paying. Example of scammer would be a return fraudster.

If it is the Transformer just list it fixed with immediate payment required for $100.00 and it should sell quickly.

You probably are aware that blocking a buyer doesn't mean much because that blocker can open a new ID and continue to buy and not pay.

There was a message a day or two ago that they can mark a response as a solution.

Agreed. Even worse, IMO, is that solutions marked by eBay staff are not designated as such, so we'll never know whether an OP or eBay staff selected a post as the solution. That's what prompted me to ask the OP if s/he selected the solution. Transparency? Out the window.
So often, members are accused of being eBay employees. Maybe that accusation is not so far-fetched as previously assumed.
