Long story short: A product I sent crapped out but they can fix it and want me to cover $30 costs, buyer opened a return so I could offer a partial refund, the partial refund expired because the buyer forgot to respond, buyer closed the return to open another one, can't open another one.
How do I give them a $30 partial refund?

Go to the item in your Orders and click the little down arrow next to the transaction. The refund option should be there and should let you do a partial.

Thank you literally so much! I can't believe I didn't notice that before. I have been having a back-and-forth conversation with my buyer for about 2 weeks trying to figure out how to solve the problem; I can't believe it was that easy to solve.
