A bidder has won auctions and wants to bid on next weeks auctions and combine shipping. How do I give him more time to pay?

It's on your Unpaid Purchases page for automatically closing Unpaid items (i.e. so you don't have to do it manually): https://www.ebay.com/Cancel/Preference/UnpaidPurchase
There is also an exception list maintained on that page if you want to exclude buyers whom you're allowing to pay late.

The safest way is to have the buyer go ahead and pay for the item, and do not ship until the next auction ends. Then deduct any overcharge for shipping on your next invoice, if the buyer is lucky enough to win the second item. You might get a strike for delayed shipping on item, but Ebay can & will remove that strike if you explain the situation. Hope this helps.

If you don't have the automatic system turned on you can just wait, checkout will be available to the buyer for up to 30 days.
If you have the automatic system turned on you can exempt specific buyers.
Until the buyer pays none of the seller metrics kick in (tracking upload, delivery estimate etc.)
