What's wrong with this picture? 3 items, exact same picture with 3 prices and 3 different sellers. I tried to report but feel like it is falling on deaf ears. They are asking thousands of dollars, so this is not petty crime.

Two of the listings have the club located in the U.S.; one, in Japan.
It is very common for brokers in Japan to list thousands of items that are actually being sold by a third party. If a purchase is made on eBay through one of those brokers, the broker arranges to purchase the actual item and have it shipped to the eBay purchaser. This is very common for things like guitars and cameras listed in Japan, where you will see the same unique item being offered for sale by several sellers.
There are also scammers that follow a very similar pattern, except that the scammers do not actually ship anything.
It is usually possible to tell the difference between the two by examining feedback. The brokers tend to have lots of feedback for similar transactions, and perhaps a few complaints about cancelled transactions (where the item was sold to someone else by a competing broker before the eBay listing could be ended). Scammers tend to have little or no feedback for selling similar sorts of items, at least until many negatives start to roll in.
Although eBay rules do not permit sellers to list items not in their possession or directly under contract, in practice many sellers do so anyway and eBay does little regarding such listings unless there is a problem with a transaction.

Don't understand the issue. I must be dense. Some sellers use stock pictures. Why would it be suspicious for three different sellers to list the same item? Is this a unique item?

well ebay will not tell you if they do anything or nothing: they do not know who you are (just a username like me) so it is still buyer beware...

I believe multiple sellers can sell the same items at the price they choose. If the item is new they can use a stock photo. I don't see a problem with these listings unless they are advertising to buy them off the ebay platform.
I sell jewelry...millions of other sellers sell them same. It's ok.

you cannot police the world. If you reported it, and if eBay looked into it, they decided it wasn't an issue. That's why they have a thirty day money back guarantee. Caveat Emptor!

More than one seller selling the same item in NOT fraud, even if they are using the same picture.

More than one seller can list the same commodity item with the same stock photo. It could be that they’re all out of stock due to supply chain issues so the high price acts as a placeholder to keep the listing active while preventing any sales. Ending the listing means losing watchers and placement in Google search results, etc.
…or possibly money laundering.

I think time is better spent worrying about your own sales, rather than what someone else is or is not doing. Or, in your case, maybe trying to create some sales.

None of the sellers actually has the item in their hands.
They have a contract with a supplier who has thousands of them and thousands of similar contracts.
The seller puts up a picture they are given by the supplier and a description given by the supplier, but sets their own price.
When they get paid, they send the address to the supplier who ships.
The seller is responsible for
The supplier gets paid. The buyer usually gets his purchase. If the buyer is not happy, the seller gets the Claim.

I think what is odd is this: Each one of the listings is for a used club. Each one of the listings has identical photos. They do not appear to be stock photos, for a number of reasons. Each one of the listings claims the photos are of the actual club being sold. That's the kicker, that claim. Two of the listings have the club located in the U.S.; one, in Japan.
So, I don't know what's going on and I'm not asserting that it's anything wrong, but I do think that it is odd.
