If you want people to use PL Advanced the fastest way to get sellers to adopt this is to drive UP their sales and traffic.
Success and growth is what leads to "Advertising spending" not desperation.
People won't spend their "last dime" on an ad campaign. They will however spend $10-50 a day on a campaign if their sales are higher.
If I'm making $400 a day, spending $10 a day on advertising isn't a big deal. If my sales are down in the dumps, I'm thinking of closing up shop before I'm considering spending X amount per day on a "click" campaign.

Agree.. Volume is the key to small margin sales.

Agreed. If sales are bad enough you're more likely to drive a seller off of the plaform with Promoted Listings than you are to get more money out of their pockets.

I'm quite frustrated with the system and have reduced my spending, started exploring other platforms. I noticed the items That aren't getting a lot of traffic have very low suggested rates. Any item that is doing well. Getting a lot of traffic getting a lot of sales Will have an insanely high suggested rate. For instance, I have one pair of dice that does very well. It has about 200 views always has quite a few watchers and consistently sells. Last week when I made more and I went to revise the listing to change the quantity, it was suggesting that I spend 6% more. I no longer trust the suggested amounts and it feels unethical.

Seeing as I won't get a sale unless I promote at 10% I won't be using a pay per click method. Ebay needs to grow the buyer base and stop bleeding US sellers.
