How to do partial refund for damaged in shipment item correctly?

Had an item whose packaging was damaged in shipment (Hot Wheels car, so the packaging does matter), buyer sent photo which clearly shows the issue.  I offered him a $15 partial refund for it (it was over $100) which he agreed to, but how do I proceed with this correctly?  Do I just do partial refund through my seller dashboard (there's no 'damaged in shipment' option, only NAD) or does he have to open a return case and then I can do a partial refund through that?  Pretty certain he's not a scammer but just want to make sure to cover myself.

If you want to issue a partial refund, find the order... Seller Hub/Orders/Paid and shipped. Using the drop-down menu to the left, click on 'Send refund', enter the amount, confirm and submit. Easy-peasy!
