Ebayer made an offer and I accepted. Now he wants me to cancel it because he bought another one. I haven't received payment. Ebay told him its too late cancel it and should work something out with me. What am I supposed to do? I can't find anything that lets me cancel it either. He has been messaging me with questions all morning already. Now he changed his mind and I'm still working on the transaction. Help please.

When you say you "haven't received payment," do you mean the buyer hasn't paid for the item, or do you mean that the proceeds from the sale have not been deposited into your bank account?
Any further recommendations depend on the answer to the above question.

My suggestion would be to tell the buyer not to worry.
The case will close and the buyer will receive an unpaid strike if you wait until day 5 and close the order for non-payment.

I just had the same problem. System is automated and you have to wait until "grace period" has passed and then option for "non-payment will appear" (click to cancel transaction for "non payment").

In that case you can go to your list of open orders. Select the dropdown and choose "cancel". Select reason that buyer requested cancel and that will do it.
As other have said if you feel the buyer needs to be taught a lesson you can let it time out for 3 days and then it can be canceled as buyer did not pay.

I'm not sure why a seller would want to give a buyer an unpaid item strike if said buyer has asked to cancel the transaction. That seems totally inappropriate to me. If that happened to me as a buyer, I'd never use eBay again--which is certainly not good for the platform.
It's my understanding from past threads that the option for a seller to cancel for nonpayment will not appear if the buyer has requested cancellation.
Is this still the case?

If the buyer has not paid you, you should be able to cancel the transaction. It is not too late for the transaction to be cancelled. Perhaps the buyer did not request cancellation within the first hour, and customer service told him/her to request the cancellation from you. S/he may have misunderstood what s/he was being told by customer service.
Where are you looking for the cancellation option? There should be an option to cancel based on "buyer requested cancellation."

Hey @pburn that is correct, as long as the buyer has requested the cancellation officially through the site, rather than just sending an email asking the seller to cancel. However if the buyer has simply sent an email requesting a cancellation, the seller will still have the option to cancel for nonpayment once the payment window closes.
