You can bulk edit to enable or disable offers, and have an auto accept/auto decline amount of your choosing. If you use the Bulk Editor, it will only let you set a dollar amount for the auto accept/decline, but if you select items from the Active Listings page and choose Actions -> Edit Best Offer (or Add Best Offer if they don't have it enabled at all currently), you can set the auto accept/decline by percentage of the price instead. eBay doesn't set an auto accept or decline amount automatically for you, if you just enable best offer without enabling those settings, you'd simply have to respond to each offer regardless of the amount.
