I believe I have this set up correctly in account settings, but have now seen this in all of their listings below the sell price and above the condition. I see in all of Greg Morris Cards listings, the "save with combined shipping" text prominently displayed just below price and above card condition. I have also seen this on a few other high volume seller's listings. Can someone advise how I can add this text to listings?

I have been researching this since I first saw it as well. It is a function of turning off the Buyer Rules that eBay awarded you with the default set to YES/On. I have confirmed it is NOT a function of being enrolled in the testing phase for auctions if you retain the buyer rules. You can see them here:

Though the "saved with combined shipping" will not display on fixed price listings that have the best offer feature, it will enable it for your auction listings. As a matter of fact it was shown to be only a short time after the Buyer Rules were set to NO.
Retaining the buyer rules are eBay's first line of combined shipping killers. They require a payment source in order to make an offer or bid, that results in limited payment options for the buyer, and requires each item to be paid separately at full shipping price. This was eBay's answer to non-paying buyer complaints by sellers. Instead of sanctioning buyers that don't pay, they monetized the problem to make more money for their "solution".
You have auctions, and would like that display, you have to turn them off.

Thank you Rockstar! Very informative - can you clarify that I only need to turn off the first buyers rule - (providing a payment before they place a bid) to enable that to show in auction listings?

Yes, it should make the "save with combined shipping" appear on your AUCTION listings. If you do use the Best Offer feature and do not wish to combine shipping on offers from the same buyer, you should keep the other one in place. They will be required to put up a payment source in order to make the offer, and if you accept they will be auto-billed and charged/paid for immediately. I, as a buyer presented with that requirement, would not make you an offer on anything, but that is just me.
As an additional note: If you SEND offers, ebay treats them as "immediate payment required". Should you happen to send offers for more than one item to the same buyer, they again have to pay for each item separately since eBay removed their "accept" feature. More importantly, if you should accept a COUNTER OFFER, it will be treated in a similar fashion. The buyer is not informed you accepted a counter offer, but it will be displayed in their My eBay "bids/offers" folder as if you sent them an offer when you really accepted their counter offer. You can't invoice, you can't send a reminder, and you may have to contact the buyer and let them know. If they don't pay for your accepted counter offer, you cannot file the unpaid item cancellation after 96 hours. These offers you send AND counter offers you accept remain for sale until someone pays regardless of your Buyer Rule settings. This is eBay's stance for everyone, and combined shipping killer part 2.

Helpful thread, thank you for the solution! Just double checking – we don't have to enable a promotional shipping rule for the "combined shipping" text to appear, do we?
