Received offer from Buyer.
18 minutes after I "accept" the offer, I get an email from e-Bay (not the Buyer), stating that the Buyer wishes to cancel the order now.
E-Mail from e-Bay says I only have until 9/25 to respond. What? So I cannot let the NPB process play out and cancel after the 4th day of non-payment from the Buyer?
This is SO messed up. I think the Buyer deserves the strike. How do we as Sellers make this happen with this "new" change???

They can't if it is a NPB (non-paying Buyer). If you cancel, it is not an NPB and they can leave feedback. Buyer has asked e-Bay to cancel. e-Bay treats that as a cancellation, not an NPB.

That happened to me a while ago. I did not react quick enough so eBay canceled the transaction on buyers behalf. I suppose if eBay would have seen I had shipped the item by a Tracking Number being posted, then they would not have canceled the order.
Ah, so if I do not cancel by 9/25 @ midnight, e-Bay will cancel it for the Buyer themselves. Plah.

There are various ways a transaction can end.
The buyer does not pay.
After 96 hours the transaction can be Cancelled. The buyer gets a Strike and cannot leave feedback. The seller gets any random fees refunded (there usually aren't any).
The buyer requests a Cancellation.
This might be in the "golden hour" or three days later, doesn't really matter. If the seller agrees, the transaction ends more or less amicably *, both parties can leave feedback, there is no damage to either account.
The seller might ask the buyer if he would prefer to cancel, for example the buyer is now asking about something he should have asked before bidding or the seller must explain that the cat pee'd on the cashmere sweater, and if the buyer agrees, the seller cancels as Buyer Request, like a grown up. If the buyer agrees, the transaction ends more or less amicably *, both parties can leave feedback, there is no damage to either account.

^^ This. Buyer has one hour to cancel with no harm/no foul. The 18 minutes was within that time.
If they had waited after the hour, then you could have had the non-payment play out, if desired.
Myself, I don't mind the one-hour thing - better that than have people who don't want something have to ship it back, etc. etc., and it's a quick turn-around time frame. People are twitchy.

Thank you for that - @stephenmorgan posted UP thread that he went thru this recently and if I do not agree to cancel, then e-Bay will cancel for the Buyer on day 3. First I have seen this process - in the past, if a Buyer emailed me (was not e-Bay emailing me) and asked me to cancel, I could "ignore" that and let the NPB process play out.
What is "new" is that it is now evidently a 3-day process and it is e-Bay contacting the Seller to indicate the Buyer wishes to cancel.
THIS is the type of stuff that e-Bay needs to communicate has changed/morphed, etc. I just had an NPB about 30 days ago and I let it time out. This is evidently a new change based on what I am dealing with today.

What I am saying is "new" is that it is e-Bay interfacing to the Seller and the Seller now has a 3-day time limit to respond to cancel. It appears that if I do not comply in the 3 days, e-Bay will cancel the order for the Buyer. There is no longer a mechanism for the Seller to "ignore" the cancellation request and let the NPB timeline of 4 days apply and the Buyer get a strike. There is also not the ability to be protected from feedback, as there is with the NPB process.
Understand e-Bay can make whatever changes to the processes they want - just really wish they would communicate it to a Seller so that we are not "surprised" with the change.

Yes, there is a decline button. It says to decline only if I have already shipped.....

We all know eBay (want's) sellers to accept all cancellation requests.
This is from the buyers side. I don't see anything in the policy that says the
seller (must) accept the return even if it is made within the first hour.

Agreed. Tempted to decline the cancellation and see if I can get the NPB to time out. Just not certain "when" the 4 day timeline staets then? Likely, when I decline the cancellation? Frustrating.

I'm still tempted to reply to your seller by the 3-day deadline (that eBay requests), and tell them you'll react at 96(+1 second) hours... and then I'd try to cancel, citing 'Unpaid' at that time.
If eBay cancels at 3 days, then that's not exactly what they said they do... and I don't see how you can receive demerits.
Know that you'll be our 'Rhesus Monkey'... but I'd like to see where the chips fall. This is a new one on me. 🙈

Based on previous posts from other sellers on this subject if you decline the cancellation the transaction goes into limbo (probably for 30 days) and you will not be able to file an unpaid item claim. Or, the buyer will then pay, you send the item and that rarely ends well.
I don’t recall reading about what happens if you just ignore the request. It’s possible that ebsy then cancels anyway.
As far as the buyer leaving bad feedback, it’s rare for a buyer who requests and receives a cancellation to do so. Imo that is very unlikely to be a concern. As another poster mentioned, eBay has worked like this for a while and it’s much less stress if you agree to the cancellation and relist.
