How should list these guitar picks?

They are still new and have never been used to pick a guitar, the case has scratches on it.

It appears that they are listed singly and listed as sets, too. Research what you've got and go with what feels best. Luck!

How do you know they are all new?  I play guitar and none of my picks look "used".   Picks vary in thickness - I use a light pick on an acoustic and a heavier pick on my strat.

They usually range from about .45mm to .80 mm - anything above .80 would be a really thick pick generally - DH uses a thicker one on his bass.

I just looked my EVHs and they are all .60 mm
