I just bought a cell phone charging cable for $2.22 with free First Class Mail shipping from California. 9,000+ sold. What am i missing here? How can they sell a item for LESS than what shipping costs?

Because it is probably actually coming from China and not California. A lot of chinese sellers list as coming from CA.

If it's a big seller, most likely this listing is to offset the amount of SNAD cases they get.
When you have too many SNAD cases, eBay adds on more fees which add up rather quickly. A buyer simply opening up a return case and accidentally choosing the wrong option (i.e. Not as described, arrived damaged, etc.) will count against you. eBay REFUSES to remove these even if there is rock solid proof that it was fraudulent or by mistake.
Furthermore, these fees are heavy.
Lets say you sell an item for $100
FVF=$10
Additional FVF for SNAD cases=$5 (half of the original FVF)
If you're a big time seller, this really adds up. Instead of paying x for your monthly fees, you are now paying 50% more in fees.
So rather than pay x amount in extra fees to ebay, they lose money on a product by selling it very cheap and with fast shipping. This drops the percentage of SNAD cases they have going because people are unlikely to return it even if the item comes damaged.
Great system we got here, right?
As a small time seller, I cannot afford to purchase extra inventory and take the hit. Especially, since these established sellers are already doing the same thing and have their listings at the top of the catalog.

Just because a listing says the item is in the USA does not mean the item is actually in the USA.

Dollars to doughnuts it's coming epacket from China. Both of us order small parts for our computer peripherals and it doesn't seem to matter where the seller *says* they are - we get one of those tiny little packets from China just about every time. We try very hard to source only from US sellers, which means no "impossible deals."

If it's the listing I'm thinking of, they have those little bonfires in their subtitle - USA SELLER! I'm curious as to where it actually comes from, because selling 9000 of something as a loss leader is a heck of an investment.
