You'd probably be better off keeping your phone and spending a couple hundred dollars on a good camera if you have to spend money on something.

Close up photos look good. But when I take further away photos. Like showing all of a shirt. The photo looks blurry and low quality even when putting my cheap phone in between a ring light.

Buying a $100 camera would be a better investment, as would be getting a tripod. Correct lighting suited for your items will also make a big improvement.

Use a tripod to stabilize the shakes. Go into your phone's camera settings to choose a higher resolution. Without knowing your phone's camera specs I'll say that sometimes it's the user and not the camera (no offense intended).
If your phone camera really is too limited, you don't need a $1K phone. You can get away with an inexpensive digital camera, or a lesser expensive smartphone. The iPhone SE is about $400 and has an excellent camera. I'm sure there are Android options in that price range with a decent camera, too.

You don't need a $1000 smart phone... I have a Galaxy S8 that I use for taking pictures. My previous phone was an S4 and it couldn't take very nice pictures. It's just a matter of technology improving over time.
I bought my S8 in 2018 for $850 CAD. I'm sure they are much cheaper now, especially used.
