I would break it up into three categories.
Those have have substantial income that IS reported, they pay lots of taxes and would like to be able to earn additional income via the gig economy and NOT pay any taxes on that income.
Those that are on social assistance, disability or similar and any additional income would affect the payments they are currently receiving.
Those that have almost no income, have never (or not recently) filed tax returns, have no idea how to file and how taxes are calculated, think the IRS wants a ton of money even though they don't make enough money to exceed the standard deductions and likely if they did report eBay income would not be paying any additional taxes.
The ones that post here most likely fall into the third group.

If you sell 83 items at $1.00 each you should be ok.

For issuance of Form 1099-K for calendar year 2025, the federal rules say
(1) the minimum number of transactions is One (1). You gotta sell something and get some money before eBay has to send a Form 1099-K to the IRS and to you.
(2) minimum gross sales of $2,500.00. Until or unless the IRS makes another change to that dollar amount.
Your own state may have a lower dollar amount requirement. If so, eBay will issue a Form 1099-K to meet your state requirement(s).
As in all years of recent history (which for me is six decades plus), the IRS expects all of us to list all of our income on our tax return form, 1040 or appropriate version -- whether the payor (eBay) has to send Form 1099-K, to tell the IRS about it or not.

Just curious why are so worried about getting a 1099? I just recently did my taxes using TurboTax and here is what TurboTax says when you have income that you didn’t get a 1099. Just because you didn’t get a 1099 doesn’t mean your income from sales on eBay or any other platform is not reportable.
You should report all taxable income - regardless of whether it is documented on a 1099 or not. The IRS requires you to report all of your earnings, whether they come from traditional employment or other sources.
For example, imagine you're a freelancer and did work for a business. But the client, for some reason, didn't send you a 1099. Whether it's an oversight, or a lack of knowledge on their part, the obligation to report that income falls on you. So, it’s important to keep a record of any income you earn throughout the year.
You should even report income from sources that may seem trivial, like income from side projects, cash tips from a service job, or income from a small-scale business.
