This person gets several negatives each day but they are almost instantly removed and the feedback revision number has not change. I bought from them and got burned which made me notice. Here are two screenshots taken a couple days apart to show my point. They had 23 negatives scrubbed clean all from different buyers. This has been going on for months

Did the new feedback still show?
I am sure the OP knows what is what about feedback actually disappearing, but keep in mind that negs, neutrals AND positives stop being counted in your feedback percentage the minute they are 12 months old.
That is why someone that comes back after being gone for a year has a feedback percentage of zero.

Is it against the rules to ask the OP for the seller within PM? I'm just curious to see what the feedbacks look like as I've never heard of this before.

If a seller wins a dispute, ebay automatically removes feedback left for that transaction.

Yep some of these big sellers get their feedback scrubbed. Toys r us used to have it done I know. There was some company I bought from that I had a bad experience with that they had it done as well. Bring in enough money and you get special privileges

I have noticed (and asked questions of multiple people - questions which were acknowledged but not answered) that when someone has a badge, TRS, PS, etc.) and/or a high 4+ -digit feedback... this scrubbing appears to be automatic. Just like it takes 7 days to leave neg FB - it takes less than 5 to watch it vanish. I can recall these bords as far back as 2008 full of comments/complaints about big box stores and this very topic.
Same old - same old... apparently. I for one have completely stopped shopping from anyone or any store with FB in the 4+ digit range unless there is no other option for just this reason -it's just not trustworthy - no matter in what country they claim to reside. Once upon a time, FB could be bought, I figure that is how they got their start. Some sellers still utulize this prctice so I have noticed. Sad.
I guess 'rank has it's privledgers' so the cliche goes... at least here on eBay where there is a lot of favoritism and prejudice happening everyday. I have often noticed that the selling arena is not fair and the rules only apply to the smaller vendor as the bigger ones get to do as they please, when they please - no matter who it hurts in the long run. Pictures in violation. Ads in violation. Reporting is a major waste of time, as is asking the management to explain why.

They're currently showing a feedback count of a little less than 1600, based in the U.S., joined in September of last year.
They're accumulating quite a variety of feedback at a good rate, and just overnight picked up yet another Neg (in addition to the one I mentioned last night), along with a Neutral, a soft Positive, and a few more routine Positives. I marked them as a Saved Seller on my list for now, just to watch for a while out of curiosity, but realistically I don't think there's much to be done.
It might be worth raising the topic at the Weekly Chat on Wednesdays, though you would need to provide the ID to the eBay representatives privately, and I would not be optimistic that a complaint would get much traction if you're not directly involved in a transaction with that seller.

Buyers are buying the picture without reading the listing. They get all excited thinking they've found a fat hog,but instead they get just what was sold in the description and negatives voicing their displeasure are being removed. I would suspect the seller is related to someone because their listings just wouldn't fly if it were anyone else...

There last neg. is for a 3 pound lot the picture shown is probably closer to a 10 pound lot there are only 480 pennies in 3 pounds in the hustle world its called a Goober surprise surprise...
