I noticed that when I wanted to sell toothbrushes, Oral Care did not allow variations. In face, it is also not in the list:

However, I see this listing that has variations. How did they do that?

I went to the variations listing and clicked on "have one to sell" to create my own listing.
It WILL let me make a variations listing.
But yes, "oral care" seems to be missing from the health and beauty line up.

The list of approved categories for various things are not always correct.
Also, it is possibly an old listing from when the rules were different, or there might have been a backdoor to get it in.

Thanks for the comments. I still don't know the answer, because when I look at my listing, if I try to edit, I see this:
"Variations are unavailable for this listing. Eligibility is limited to qualifying item categories, Buy It Now pricing formats, and other criteria."
OK, currently I have only one item left. But that showed up from the beginning for me. Is there anything else about my listing that would prevent variations?

My initial plan was to let buyers select the color(s) wanted.

An active listing cannot be edited to introduce variations format; it has to be done when the listing is first set up.
I agree with the earlier posts that pointed out that the list of categories is incomplete; and when I use the "sell now" link in the other listing or on your listing, I am allowed to set up variations in that category.
The listing form defaults to auction format and shows that "unavailable" message; you have to change to fixed price in order for the variations option to show up. Also, you have to have checked off your settings so the variations option will show up at all.
