How does the BOGO discount get applied

How does the buy one get one discount get applied? If I offer a buy 1 and get 40% off another is the 40% split between both items 20% each or does it apply to a specific item. If I have a $100 item and a $25 item what would the discount look like?

I believe that the 40% would come off of the lower priced item.

I am actually running this now and it is specifically BUY 1 at regular price and get 50% off second item.

So your buyer would pay $100 and $15 for the second item.
