When you get the email notification, or you notice that someone is watching your items, you are allowed to submit an offer and also provide some additional information/message to buyer, it is good for 48hrs I think, at which time the prospective buyer has the option to either accept it, reject/ignore it, or make a counter offer for you to review. The offer is non binding, meaning that the item can be offered to another person, or sell out right at your asking price to another buyer.

As a seller, I have sent many offers but only had one accepted. As a buyer, I have accepted several. I guess it depends on why the person is watching the item.

Hi and welcome. Just to clarify, I see you are in the UK. Are you listing here on the eBay USA site? If not, our rules may be different from those in the UK.

...most offers I got from sellers were 24 hours notice or less than...
...when offer is good deal (15% to 20% less than asking price), I will buy right away...
...several times, offers were on while I was too busy with my life...until I had a chance to look at it...offers were ended...
...I wish time allowance for offer is longer to at least 3 days...
