How do you open an unpaid case?

The link Ebay provides to open an unpaid case takes you directly to cancelling the order.  I don't want to cancel the order!!  I want to open a case against a buyer who refused to pay for an auction

It appears that you may have missed a point here.

Per eBay rules, which, BTW, we agreed to follow when we signed up to sell here, sellers cannot ever, for any reason, leave negative feedback for buyers.  eBay emphasizes that fact by disabling the negative choice for FB being left by sellers.

The right way to handle a nonpaying bidder is to, on day #5 of nonpayment, cancel the transaction, citing "buyer did not pay" as your reason.  Buyer gets a strike.  Two strikes in twelve months will mean most smart sellers have set their requirements so as not to deal with that buyer.  

eBay DOES cater heavily to buyers.  Yes, if there were no sellers, there would be no eBay. And where would eBay be without buyers? Door swings both ways.

That is no longer a reason to select now.

The unpaid item cancellation process hasn't changed since this thread began, and the link provided above is still relevant.  If you send the buyer an invoice, the 4-day countdown starts over, delaying the appearance of the "Buyer hasn't paid" option on the list of reasons for canceling the transaction..
