How do 'send offers' work?

When selling items as Buy It Now/Immed Pymt Req- that all have multiple quantities available with some items being already discounted 10% (combo kits) and all other individual items having a 'Buy 3 get Free Shipping'..

So,

1.) Do I just 'choose' the items from my 'active' listings' (with the ability to simply 'ignore' the already discounted combos kits)

2.) Will people that just bought something also get this offer? (which would be a problem)

3.) Who gets it?  just 'watchers' or 'anyone' that clicked/viewed an item?

4.) How long would it be available? (again, almost all items have more than 5 available)

How do 'send offers' work?

They have to be "recent" interested buyers and eBay won't send to more than 30 even if you have 100 new recent watchers.

If a buyer watches your item or adds it to their cart, you can send them special offers. If the buyer accepts, the item will continue to be available for purchase until the buyer successfully completes payment.

Not all listings are eligible. Eligibility is determined by a number of factors, including age of listing, listing format, and rules that manage the number of offers buyers receive.

Items must be in the buyer's cart for at least 2 days to send an offer.

Offers will be sent to the 30 most recent interested buyers (people watching your items or who have added your items to their cart). Each offer is valid for 48 hours or until the listing is sold, whichever comes first. With a single item listing, the first buyer to accept and successfully complete payment gets the deal. With a multiple quantity listing, buyers can continue to use the offer until all items in the listing are sold or the offer expires.

How do 'send offers' work?

1. Choose whichever items you want.

2. & 3. See screenshot.

4. 48 hours.

Edit to clarify: 48 hours on the initial offer. But eBay will have "automatically send offers" checked by default so you'll have to uncheck that if you don't want eBay to keep sending offers every time the listing has new interested buyers.

How do 'send offers' work?

@wastingtime101 Thanks for that info; but the only thing I don't get is that I get 'offers' for items that I have NOT put in my 'watchlist'- I only viewed 1 time (so NOT watched and NOT viewed 'multiple' times)- has that changed and they basically send to anyone that viewed 1 time?

Reports from the past few months on this forum indicate the answer is: sometimes.

How do 'send offers' work?

@wastingtime101 so now I see after sending offers- an item had 167 watchers, but offer was only sent to 29.

Are the offers only sent to watchers that watched within the past XX days? (my listings are 2,3,5,9 years old).

@wastingtime101 thanks for that info. So best to NOT send an offer 3 days later as it will just go to the same people, I assume.

@wastingtime101 so reading that- looks like it ONLY applies to 'automated' (which I don't want to do) and I didn't see anything about 'sending an offer again' and 'who it went to' (said will go to NEXT 30, but only under the 'Automated' paragraph?

So, if done manually, I would ask that question again- will offer just go to the same 'most recent 30'??

The 30 interested buyers rule applies to single offers - have tested and verified this myself. Not sure why the text is only under the bulk send section.

You'll note it also says this under automated offers FAQs:

If you have more than 30 interested buyers for your item, we start by sending 30 offers. We continue to send up to 30 offers every 48 hours until all interested buyers receive the offer.

To your question about offers going to the same buyer I refer you to my very first response on this thread that includes a screenshot.
