How do cancellation requests work now?

I have a buyer who was the winning bidder of one of my auctions. They filed a formal cancellation request within the hour after winning. This buyer deserves a payment strike.

 

The last time this happened (buyer files cancellation after winning a bid), I ignored the request because I’m used to fixed price listings and know that if you ignore a cancellation request… after about 3 days the system will automatically decline the request on your behalf. In hindsight, I probably should’ve manually declined it if I wanted the buyer to get a strike right? Because what actually happened (which was news to me) is that after the 3 days eBay accepted the cancellation on my behalf. CS agent says this is how it normally behaves for auctions (which is the opposite of the fixed price cancellation behavior).

 

So armed with this new knowledge (and seller update about no more UPIs), how do I proceed with this current auction buyer cancellation request? If I decline the buyers cancellation request, can I file a cancellation (formerly UPI) and give this buyer a strike?

 

It just sounds weird to me because they are both called cancellations now.
