How do I turn off the relisting notification when items do not sell

That depends.

Are you relistin Good until Cancled?  Then End the item as no longer available.

Are  you listing Buy it now and eBay is relisting it?  Same as above.

Are they auctions? Then they should not relist unless you relist them.

Go into your email under message and select create rule from message and have any email that has Relisting in the subject line sent to your deleted file...

Good luck it seems to be just another ebay glitch
many of us who have site preferences set to not get them are getting them, many who want them aren't getting them.
there are posts all over the boards about it. 
Alan on chat says it's a glitch for the one's not getting emails but now since then all of us have started getting bombed with them
