How do I set up an auction to use ebay standard envelope?

I have a small item I want to sell with ebay standard envelope but I can't get it to show up as a shipping option. Is it limited to only certain items?  Total weight of my item would be under  1 oz and it  would fit in a #10 envelope. What am I doing wrong?

Yes, it's limited to only certain categories and those items must be under $20.

You can only use standard envelope in certain categories. 
1. Sports Trading cards

2. Gaming cards

3. Coins

4. Stamps

5. Post cards

6. Paper currency 

value cannot be more than $20.00
