How do I move items from one discount level to another in a mark down sale?

I have a markdown sales event running with items on sale for 10% or 20%. Some items that are now 10% off, I want to move to the 20% off sale.

I can see how to remove items from the sale. And how to add items to the sale - but only if they are not already in the sale.

When I delete the target items from the 10% sale, they remain "ineligible" to add to the 20% sale. Do I have to wait some period of time.

Ideally, I'd like to even add another 30% off discount level. Can I do that?

You are doing add and removing correctly. You may need to wait for a couple of hours to add them to one sale after deleting from another. Just like it sometimes takes 10 minutes to 1 day for a promotion to start after you've started it.
