I recently sold an item to a buyer with a US shipping address but after reviewing my PayPal transaction, the seller paid from an account outside of the US so I was docked extra fees. How do I weed out sellers who have non USD PayPal?

You will be paid in USD$. If you don't wish to deal with international buyers that have a US address (freight forwarder, friend, relative, etc.) you can go to your PayPal preferences and select NOT to accept payment from those without a US PayPal account.
It will not prevent them from bidding or trying to buy, they just won't be able to pay. Once you are in managed payments, there is no way to block these payments anymore.

Where would I find this under PayPal preferences? I went under Site Preferences>Selling Preferences>Payment from Buyers. There's three things listed under 'Payment from Buyers':
-Accept credit/debit card payments to my merchant credit card account
-Use this payment address
-Use sales tax table
I did link my PayPal account, but as for Managed Payments, I don't recall ever clicking 'Register Now'.

I have two personal Paypal accounts,
- One that is verified & has a cash plus account
and
- One that is not verified & does not have a cash account.
I can set my Payment Receiving Preference for the one that is verified.
I do not need to upgrade to a business account.

If you are able to set this preference, please state clearly in each of your listings that you only accept payment from US accounts. You don't want to blindside any buyers.
