Simple ….ship within your handling time and get your items scanned, don’t just drop them off.

Check to see what you put for handling time.
If you put same day, then you will fail if you ship them the next day.
If you put one day handling time, make sure you get the scan by a clerk where you ship it.
If you don't want to get the scan from a clerk, change your handling time to 2 day, but mail it in 1 day. If course you will lose the top-rated seller status if you have it.

ALWAYS wait in line and get them scanned in at the counter and get a receipt, whether USPS or Fedex or any other carrier. Dropping them off doesn't mean they will get scanned in the same day... if one worker decides not to scan for some reason or misses a scan... it could be after midnight before it gets to the next office and that 1st scan will be the "acceptance" scan and it will now be a day late. The only way you can 100% be sure it is scanned on the day you drop it off, is stand in the line, get a receipt. Trust me, I have had 100% in time for all my years and I have to deal with waiting is some long lines at times. I learned to go to the less busy office near me and it works well for me. And to make sure you shipping on time, check your Account Preferences for shipping and make sure all days are set correctly for cut off times for orders. Check that you have 1 day shipping or if same day with cut off times, make sure all days times are correct... the times are PST so make sure you consider the time zone difference if there is one for you.
You can also see your Order page and always check your "ship by" date for each order.

I was going to suggest to extend your handling time, but the ones I looked at are at five days. Did you change this recently or is that what you've had all along? If you print your labels online within your handling time frame (satisfies the upload part) and get any scan along the way even the delivery scan (satisfies the validated part), then I can't see how this metric is a problem for you. 🤔 Meeting this metric doesn't even need an acceptance scan within the handling time.

Sellers don’t loose TRS status for having a handling time of more than 2 days. I have. 6 day handling time on my listings. I’m TRS.
I think you have TRS and TRS plus confused. To have TRS plus badge show on listings handling time must be 1 day or same day and offer free 30 day returns where seller pays.

You improve it my making sure your tracking is uploaded and receives a scan by carrier within your handling time.
I pack, label, and deliver my item to FedEx one day after an order is paid for.
That does not tell us whether your tracking is uploaded and receives a scan by carrier within your handling time.

If that's the case, that's not too difficult to solve. So they must not have uploaded (printed their label) within the time frame or shipping the next day wouldn't affect this metric unless they received no scans ever.

This is a very simple question.
The only way to improve on "one day after" would be to take your items to FedEx the SAME DAY.

You can bulk edit your handling time for all your listings at once if you want to change the handling time to help you meet this metric.

Cut-off time is important know for shipping within your handling time. You can choose what works best for you.

If you are buying your own labels, make sure you are entering the tracking number into the order page so that Ebay and the customer can track the package.
Make sure your items are getting acceptance scanned within your shipping time-frame. If it seems like they are not getting scanned in time, extend your handling time so that they are. You can still ship out next day, but it gives the post office a couple days grace for acceptance scans.
Best practice is to make sure they get acceptance scanned when dropping off, but I know not everyone is able to do that, which is why extending the handling time can help reduce your dings for late shipping.

If you are putting yor FedEx packages in a drop box - stop doing it - sometimes they don't get emptied as they should. Take them to a site or change to USPS and have items scanned at the PO or USPS carrier
