How do I file a non payer?

I realize for most this sounds ridiculous, but I used auction style for the first time usually Fixed price sales.

How do I go about filing non payer as resolution center used to be left hand side menu.

Now, you wait 96 hours and cancel the order, citing 'Buyer didn't pay'. It's still found in the drop-down to the order's left.
ETA: The buyer has a full 96 hours to pay... so you cancel at 96 hours and one second from the sale's end, if you like.

How do I file a non payer?

The nonpayment process is now just a variation on cancelling a transaction. The cancellation reason "Buyer didn't pay" will show up if the buyer doesn't pay within 4 full days.  Here is the Help page about what to do if a buyer doesn't pay:

You have to give them at least 4 days to pay then you can cancel the sale for non-payment.   There is also a way to set it up in your preferences so eBay will automatically cancel the sale for non-payment when the time is up.

So, we no longer file a dispute that can be reviewed in the resolution center? We now wait 4 days and cancel the order using *non-payer*?

The UPI process has changed … been simplified to 1-step.

 

On Day 5 following purchase … the seller cancels the transaction choosing ‘Buyer hasn’t paid’ as the reason. 

That puts a nonpayment strike on the buyer’s account.

I know we can't cancel until the 4th day is up but is eBay telling the buyer they have to pay in 48 hours?  I'm waiting on a payment now and this is part of the email that eBay sent me :

 

"Your buyer hasn't paid yet. A reminder will be sent to them to pay within 48 hours and you'll receive an update when it's time to ship your item."

I can't pinpoint it, but it changed a long time ago. It actually saves sellers a day, as they're free to relist on Day 5.
