A package was returned to me from USPS from the UK because the buyer had an inaccurate shipping address. I notified the buyer of this. Assuming the buyer still wants it, is the best process to cancel the order and have the buyer reorder it with the correct shipping address? Or can I somehow just ask the buyer to resend just the shipping cost and relay me the corrected shipping address? Since we can’t share email addresses to send PayPal information for resending payments I’m guessing the cancellation/reorder process is eBay protocol.

I usually notify the buyer as you did and ask them how they want to handle the return to sender package you got back.

I assumed you already contacted them on eBay about what they want to do? Yes communicate with them here first and if they want the item reshipped then go to paypal and the email address will be in the transaction details.
To send an invoice you would use the tools tab at the top of the page then use send invoice.
