I've always wondered this but never asked until now. It happens all the time with unauthorized purchase cases. Sometimes they already have the tracking info linked... sometimes they don't and you have to upload it yourself. A few times the email says they have it linked (no action is needed in your part), but then I go to the case details within Paypal and it's requiring me to enter the tracking info by a certain date or else they will automatically award the buyer.
Anyway, I've noticed I received multiple periodic emails from Paypal saying the same thing "thanks for the info...we are reviewing this now" x3 or x4. Then I get the "We're happy to confirm that the following transaction was covered under Seller Protection because you met the PayPal Seller Protection requirements. $____ USD is now available in your PayPal balance and there is no further action required." a few times...
Then I also get the "We received notice from the buyer's financial institution that Case ID PP-_____ has been decided in the buyer's favor. However, because you’re a valued customer, we’re not debiting your PayPal account for the disputed amount." Sometimes I'll get these emails multiple times and alternating verbiage.
Why all the redundancy?

Given that stance, it may then also be wise to check on eBay when that time comes:
eBay will submit any relevant information you provide about the dispute to the appropriate financial institution. There may be situations where eBay already has enough information to challenge the dispute, and in this case, we’ll share it on your behalf.

But 100% of my transactions on ebay have tracking numbers uploaded. It's not like some do and some don't. So why the inconsistency in Paypal cases with needing or having tracking?
