How can this seller keeps selling items that are prohibited but have not suspended yet?

I am very frustrated contracting eBay vero and cs team to report a seller's item which is digital and absolutely violating eBay's T&Cs. But all eBay does is just remove the listing and let this seller come back do the same thing. I am watching this from January.

Is eBay being bribed or is it insider who is not suspending this repeated T&C violator?

Selling stolen emails are not legitimate, why there would be a jealous if I am not selling anything on ebay? It is just disgusting how frauds come over and do their scams and many scums are here to support his/her scams.
