I got an offer to buy one of my listed items from someone in Malaysia and I'm not sure if I should sell to them. I did specify I don't ship outside the USA. Should I just ignore, or what should I do? I can't afford to ship and not get paid.

Short answer: your interested buyer has already been booted off eBay (take a look at their feedback page), so do not respond to them any further. Longer answer coming...

How do you know who the interested buyer is?

Okay - first of all you should not be lisintg a high-scam item like a smartphone when your feedback shows that you are a new seller & ripe for picking by scammers. You are WAY better off selling that locally for cash.
If you sell a high-scam item here you should be listing it as a Buyitnow or Fixed Price ONLY. That means no make offer option. You shold also use the full listing form and you will find a check box for immediate payment required. That means the buyer has to pay you for real before Ebay will tell you to ship.

You ignore because that buyer already got booted. Probably tried to scam too many sellers at once and Ebay caught on. Saying that you cant afford to ship and not get paid is troubling to read because i hope you understand that you do NOT ship before you get paid. Scammers like to tell sellers that they have to ship first and then post a tracking number as proof before they get paid. That is NOT how sales work here. Definitely get yourself LOTS of experience selling cheaper items first. Do not jump into the deep end of the pool.

At 22 feedback, the OP is not an experienced seller.
OP until you have as much selling feedback as the dollar value of the item, you should not be listing high dollar items here
Because you should be asking yourself long before you list a high dollar item - do you know what to do if the buyer claims that they didn't get the package?.....that the box arrived empty?....that the item arrived broken?....that there was something different in the box than what they bought?..... and on and on. Those are some of the most popular scams and if you think for one second that ebay will allow you to keep the money after a buyer makes any complaint, you will learn other wise.
You should remove the expensive item and start listing smaller less risky items until you have enough experience to deal with the most common of scams.

OP, you would be better off listing it on your main selling ID, the one with higher feedback, even though it's not at 100%. You would be less likely to become prey for scammers.

Malaysia/cell phone, you're being scammed. Unfortunately that just the way it is. We wont sell anything like that to Malaysia and we're next door. No tracking, no delivery confirmation, excessive customs hold and the taxes due guarantee that whatever you send below EMS shipping will never see the light of day. You're better off just blocking out that whole region.

If you don't want to ship to Malaysia, you don't have to.
Make sure your listings says US only, and that your blocks coincide.

Malaysia does have tracking. They are one of the e-delcon countries.
