I have two email accounts. I use one of the accounts as a seller & Buyer. What are the steps to create a second account which would be a basic store?

Do keep in mind that the second account will be subject to any limitations normally given to new accounts. Your limits will start low and you will need to build it up just as you did the other account. The basic store may give you 1000 free listings each month, but you are still held to whatever account limits they impose upon starting that new account. Opening a store does not automatically increase your listing limits.

Log out of this account, then sign up for a new account using a different email address.

Seems like that was answered here along with how selling limits may make "a store" impractical.

I run currently 3 selling accounts, each with a different approach to selling and each linked to my business. Yes when you start out a new account you get limits (and on my 2nd account that was an issue for about 45 days), but if you have a decent track record they should be raised very quickly. I noticed that my 3rd account got reasonable (as in more than I need) limits very quickly. Just launch the account and start selling. Yes you will have payments held but so what, they release them after the delivery. After a relatively short while you can add the store to the account.

I have several accounts for different types items. Just open a new one and after about two months they drop selling restrictions and holds on payouts. I don't want to pay store fees because I'm cheap so I just open more accounts and I think you need a theme as a seller. Too many people have thousands of items for sale on their store - selling clothing to auto parts to medical supplies under the same account. They think that the buyer sees 10,000 feedback and automatically they'll purchase from them. The buyer these days doesn't care or even check feedback. They know ebay will protect them. They want the cheapest price - that's it.
