How can I send a offer to watchers on my own without e-bay offering

You can't...it's against eBay policy and will get you suspended. Keep it on the eBay platform. Sorry.

Not only can't you but you cannot send an offer to all of the watchers through Ebay. Some may have opted out of offers, some may have already received offers and your offer may not qualify to be sent to them.
