Payoneer is only used by sellers in some countries to receive payments, so I presume that's why you added your payment account.
Once you have registered a selling account, my understanding is that the only way to remove the account where you are receiving payments, is by replacing it with a different one. eBay has to have a way to deposit your payments, so you have to have one on file. That is known from sellers in the USA, but on eBay's end it's the same, so there's no reason to think it will be different whether your payments go to a bank account or a Payoneer account.
So, you will need to add a different Payoneer account in order to be able to remove the current one.
If you don't want to add another Payoneer account, and you don't want to sell on eBay any more, then you could just close the Payoneer account, if you can't remove it.
If you don't want to close that Payoneer account, but you don't want eBay to do anything with it, then you will need to close this eBay account. You can open a new one to continue to buy on eBay, as long as your account is not restricted or linked to an account that has been restricted.
