I am selling some brochures/magazines, shipping in a large padded envelope with cardboard protecting the item. I believe I have to do this to ensure the item is shipped with no damage.
I think I could save a decent amount of money and charge less for shipping if i simply ship in an unpadded envelope with no additional packing. The item could get "damaged" somewhat, but maybe not to the extent that some buyers would care. Since most items don't sell for much money i think this could make a difference in sales.
I do not mean offer an different shipping options like overnight vs. 2 day, usps vs ups.
Can I offer this on my listings (or is this against the user agreement in some way) and if so how? I couldn't find any information on this.

Save on shipping----First Class Package is cheaper than Priority Mail. But PM packaging is free and it's insured.
The SELLER decides.
But if given a choice I would choose the cheapest method of the two offered because I know no matter what shipping costs it has to arrive as described. So I would not pay for more expensive shipping if I had a choice.

Or the OP can
Use Free Shipping (yes, I know)
and adjust the item price to absorb Sufficient packaging
No choice needed by their buyers.

Thanks. I get what I would need to do now to do this within the terms, and also understand that it's a risky thing of me as the seller to offer and probably won't payoff.
In terms of the shipping, I am using USPS first class through ebay with free tracking and the last two I shipped, one was around 24 pages and it was a bit over $3.50, the other was a thinner one which was a bit over $3 to ship.

The heavier the package, the less you'll save by mailling it as a flat.
