You learn to be a seller by reading these boards, reading the rules and then learning by selling.  Power seller is a long way off.  Instead focus on being a good and honest seller.

Start by reading all the Help pages about selling. One thing that you will learn is that the "Powerseller" status no longer exists.  Start here:

well, maybe like we say to all those Sri Lankan would-be sellers and power seller wannabes,' maybe you should start by going to eBay seller school, and eBay Academy, know everything about eBay, how to sell >know everything inside and out, backwards  & forwards BEFORE you start listing. Selling on eBay is not for everyone, it's not a get rich quick sort of thing either, and selling on eBay requires tons of PATIENCE!

The Powerseller program was discontinued by eBay in June 2021.

If you just started today ebay is going to limit how much you can sell.  Don't forsake this time period though.  Ebay may be granting you higher search standings(temporarily).  I personally would try to sell a few things at cost or even below cost to get the ball rolling.  I can't remember the limitations but the faster you show you can sell and not run into problems the faster Ebay will allow you to sell more.  You need to learn a lot and mistakes at this stage can sink your ship.  I mean you don't want to be shipping things in an old pizza box. a lot is going to depend upon what you are selling.  It is highly inadvisable to be dropshipping for example.  Ebay will flag you early and force you to jump through hoops of fire just to prove you can fulfill orders.  You can't. You've got to present yourself well. Ebay favors sellers who offer free shipping,  free returns etc.  Take good pictures, don't try to sell a turd,  always answer customer questions right away politely,  ship order immediately.  Package those orders well.  This takes effort.  Buyers believe they're buying from a big company not someone just starting out.  Show the buyer you took the time to garnish their order with care .
