I often encounter this in books, so I know there must be a way.
I want to make a buy 3 get 1 free promotion that only includes my $1.99 trading cards. I don't want to include the ones I have priced higher than that, both because the $1.99 ones have my absolute lowest cost basis and the ones I price higher generally don't need any help.
How do I do that?

One easy way to do it is to use a public Coded Coupon. Seller Hub>Promotions>Create A Promotion> Coupon.
You can set a price range for eligible items (1.99 to 1.99 I think would work) and then just set up Buy 3 Get 1 Free (you'll need to click "Show More" under "Discount Type" to see that option.)

That might be an option for Stores. You could try paying $ 4.95 for a store for month and see what options they have for sales. Let me go take a look and see if it is possible.

You can do that with a store. Under Marketing and Promotions at the top right click Create a Promotion-Volume Pricing. But it will only discount up to 80% off. But it's close.

I have the premium store because of my number of items.
I was able to come up with something really close. 1 percent off for 2 or more, 2 percent off for 3 or more and 25 percent off 4 or more.

Nope, that didn't work across multiple listings in any visible way.

@onefootflipper Ah, OK, that would work too. If you want to promote it a little, you can do that on your store home page....I'm not sure how many buyers actually land on a seller's store home page, but it wouldn't hurt to advertise it there. You can use the "Marketing Banner" tool, select "Promotion". This should work with any store promo, whether order discount or coded coupon.

It shows up right on all the effected listings, which is like 11,000 of them. That is how most people find me anyway.
I picked it over the coupon just because I have had very little success in the past with ebay coupons, might be the type of item I sell or the demographic that buys it.
