Hi !
When I go to Account Settings >> Shipping preferences, I don't see an option to enroll in ebay International shipping.
I feel this is what I need to increase my sales.
Any ideas?

Just to explain why you have to meet eligibility requirements (since others provided you with the links for that): eBay is taking on much of the risk of your sales when you use the EIS program, so they want to make sure you're doing a good job so far of holding up your end of the deal. If you don't have a proven track record, they're not going to put themselves at risk yet.

One of the issues you are going to run into is given the items you sell a lot of them may not be eligible for the EIS program. Following are the restricted/prohibited items that are not eligible to ship through EIS.
This is the complete policy.
Following is the excerpt on restricted items. Note the last item.
Due to export limitations and restrictions, items listed in the following categories also can't be shipped with eBay International Shipping. This is not an exhaustive list and it may be updated based on transportation regulations and export laws.

Adding on:
When your account meets eligibility criteria @orangeflag , eBay will send you an email and auto-enroll your account. Until that time comes all you can do is work on your sales and maintain your seller performance standards.
eBay provides some very vague eligibility criteria on the help page that's posted above, but there is no specific checklist you can go through.

You are using ESE to ship your coins (or some other form of Letter Post). If the low shipping cost is essential for selling these items, you will probably find that you will see few sales using EIS. The cost of shipping will deter many price conscious buyers. Even more so if they will have to pay their country's VAT on their purchases.
