There is a setting that you can select to require this. HOWEVER, this program is still in test mode, and it will only be effective for a BUYER ID that is selected to be in the system during this phase.
If my buyer ID is NOT in the test, you cannot require that of me. If my sister's BUYER ID is enrolled in the test she would have to provide a payment source in order to make the offer at all. If you accept, her payment source would automatically be charged.
Just a point of interest, a buyer that was enrolled, provided the payment source, made the offer and was declined. His payment source has a hold on the money anyway (some kind of authorization) even though there was no transaction. If I recall correctly, that hold had been on for three days at the time of his post.

If i understand correctly, you have seen the Immediate Pay Required that eBay is currently testing for Best Offer, and want to know how to have the same on your listings?
Right now, this new feature has not been rolled out for use by everyone else—yet. You can set IPR on fixed price listings or auctions with Buy It Now. See the policy below for more info.

I hate the new system - it take far too long.
I made ~ten offers yesterday, most requiring me to set up the payment source before my offer was submitted. Using PayPal as my funding source was a pain - far too many steps to just enter an offer that the seller might or might not accept.
to make matters worse, I had many back and forth counters. Each time, I had to log in to PayPal again.
Thankfully, in got six of the items. But, it was less than a pleasant experience. Shopping is supposed to be fun, not a punishment.

Thanks for sharing your experience with this. If you have time, can you look in your PayPal account and see if you have (authorization holds) in the amounts related to the offers you had that were declined? They may not show in PayPal if you were using a c.card or bank account as funding instead of a PayPal balance, but they may show at the source. Just curious as referenced at the end of post #2.

I'm with @ittybitnot... thank you for sharing. I was thinking of workarounds (it's a blessing and a curse) and had a question. How many sellers did you deal with? Did you offer on more than one item per seller, for example?

Thank you for your information. No one at ebay, I've called several times over the last 4 days, has told me anything similar to your explanation. It is extremely frustrating. How can they all not know that ebay is testing this requirement.
My ID must be part of the test because Friday, for the first time ever, I noticed that 'authorization' required when I made an offer. But it doesn't apply to all offers I make.
I require immediate payment on all my listings, but continue to get many non-paying accepted offers.

I guess it is the same reason that none of them know about the "fake tracking scam" or much else going on around here. Fortunately, we have had an eBay staff member sandhya@ebay post on the boards and has provided us information and updates on the program. All unique buyers. And, yes, there are “pending” items in my PayPal account (and I only find through a bank account) for every item that I did not win. Those charges didn’t go through to my bank account.

Don't think this has been mentioned..........but need more coffee.......
When an offer is made that you want to accept.........decline the offer with a note saying that you will change the listing to reflect the price that buyer has made, only good for 24 hrs (whatever)......... all they have to do is click on the buy it now option. Be sure you have immediate payment on the listing.........

Yes, that is an option. However, if the buyer had to select a funding source in order to make an offer, there appears to be a hold on the funds, that does not drop off when an offer is declined. It may delay the buyer's ability to use the BIN/IPR depending on how much money they have available otherwise. See the link in message #11.

I am a big buyer on eBay and I do not like this test at all. The best offer should not be take.man to this level. Not everyone is a scammer. I use best offer option a lot and the seller and can make counter offers sometimes almost immediately. If this continues to be mandatory for best offers, I am seriously thinking about closing my account. I do not like this. This will hit the sellers and buyers hard. I hope they change it back.
