I have a few buyers I can live without, especially during the Christmas season. Anything from constant… item not received to wanting refunds for changing their mind or relative they gifted it to didn’t like color

Easy. Go to the Block Buyers and Bidders tab and plug in their user name. Be sure to also check blocking them from communication too.

You can block your buyer til the cows come home to graze.
But, buyers that are filing item not received, requesting refunds for changing their minds etc can never be blocked from opening cases.
I would rather buyer message me to work things out then have them just open cases because the seller won’t respond to messages.

If you are talking about blocking buyers after the fact, then yes, you add them to your blocked buyer list. A link to how to do this is below, with additional info.

Also keep in mind that one cannot do away with buyers’ needs. That comes with the retail landscape. Returns are simply part of the deal, especially on eBay. If a buyer cannot get satisfaction thru the seller, they can go straight to eBay to solve their issue. So the “forever” part may be tricky.

When the buyer complains that the item has not arrived, give them the last estimated date for delivery that eBay already gave and add the tracking number they also should have received. Try to sound cheerful.
They cannot open a Not Received dispute until that deadline has passed.
If a buyer wants to cancel a purchase that has not been shipped, don't ship. Just refund. And Block with no communication. Some sales are not worth having.
If the relative didn't like the colour (and how rude to look a gift horse in the mouth! Miss Manners and my mum would be appalled.) tell the buyer to return for refund. Don't mention who pays for return shipping. They are grownups and can figure it out.
If they go to eBay with a (fake) Not As Described, send the return shipping as required and refund promptly. Block.
Then go to eBay with the original complaint and Report the buyer for misuse of the Money Back Guarantee.
eBay selling is a real job, with many of the same annoyances as working in a retail B&M.
