Hello, Thank you for taking your time to read this. I really need some help please.
I am rather new to selling, and always try to go the extra mile for my customers. I strive to make the experience very positive. I have a buyer who is in Hungry, and I am in the US. After two months he went to ebay in an effort to file a claim for not receiving the item. Ebay would not help because it had been 60 days or more. Same for Paypal.
He then went to his bank, and told them the item I sent is not as described, so paypal put a hold on that dollar amount in my account. Ebay states they can not help me, paypal states there is nothing that can be done except for me to upload screenshots of the interaction which I did.
The catch 22 is Paypal states I have to dispute this myself with HIS bank, but paypal will NOT tell me who the bank is! I was told to ask the buyer?
The buyer has not provided any evidence, nor a discussion of returning to me. I literly have no protection from ebay or paypal.

If the buyer files a chargeback with his credit card company, other than providing what they asked for, you ARE at the CC company's mercy. If they decide for the card holder (which 99.9% of the time they do) you will lose your case, and you will likely get charged a $20 fee on top of the total refund.
The only thing YOU can do beyond what you have done, is eat the cost. This is how selling works.
You should have added this buyer to your blocked bidder list already. If not, don't wait around, add them to the list. Other than that, welcome to the club. It happens (not often) but many/most of us have been through it. You live, you learn.

Of course eBay will not help, because this has nothing to do with eBay. eBay did not process the payment, PayPal did.

PayPal is the merchant of record for the transaction, not you. You are at their mercy.

If someone at PayPal told you that, they were wrong. The bank's transaction was with PayPal, not with you. The bank has no idea who you are.

What happened to PayPal seller protection?
Past the 60 day mark
Buyer first stated they did not receive and loses to eBay
Now they go to their bank and claim item not as described
What happened to honesty, Integrity, & Ethics?
We seem to worry more these days about people's poor touchy felling's, but it is okay to lie & cheat and take a persons product and get your money back!
