NO. That is not how payments work on eBay. They are hoping to get your email address in order to send you fake payment notifications. All they need to do is hit the Pay button in the listing.
P.S. If your listings are to be believed, you may have some high-value cards there, but trying to sell them through a new selling account on eBay is not going to end well. You should try to sell those locally, such as through a dealer who specializes in those.

So glad you asked! This is a SCAM attempt! Add this name to your blocked buyer list and cease communications with them. It is against eBay policy for buyers and sellers to exchange contact info prior to the sale. Only after the sale can such info be shared.

That person is NOT a buyer. That person is a scammer. Never respond to the "text me" scammers.

NO, that is not OK.
They do not need your PayPal email to pay. Scammers that want free items want your email to send you a fake payment. And if they really sent a payment to your PayPal account like that they lose buyer protection. I know of no buyer that would pay you directly and give up buyer protection.

What listing was this scam effort on? The Ken Griffey trading card?
It looks like you are going thru a rough patch. So sorry about that. Keep in mind that it is wise to keep a balance in your account to cover refunds. Have you taken care of the buyer that left you negative feedback? It can be hard
to get a poor rating right out of the gate. As a suggestion, read as much as you can about the way eBay works. Below are some links that may help.

They don't need your email address. They can pay with PayPal on their purchase history screen.
Do not give your email to them. They may use it to scam you in a number of ways.
Contact information sharing policy | eBay
If they want to contact you, they can do so through eBay messages.
