Contacting eBay isn’t going to help you with your USPS label adj
USPS disputes should be submitted to USPS by contacting USPS Customer Care at 1-844-819-5187 or verifypostagehelp@usps.gov. Make sure you provide both the tracking number and the USPS Revenue Assurance ID to USPS. USPS will respond to the dispute within 5-15 business days.

The draft page has the option! Thank you, it lets me use the callback there.

I know this is simplified, but have you tried turning your computer all the way off, waiting a few minutes and then turning it back on to get your chat bot assistant unfrozen?

Catalogs do not qualify for media mail, so I'm not sure how the help line will provide any help. So, you have two issue, one cant access "call back" feature , and two you need to pay for USPS GA. Not sure if being on a CD makes any difference or not, but I don't think it does

No the catalog applied for media mail since it was a book, it wont let you set media mail when listing unless it qualified for it. the callback issue is fixed now since someone told me about the draft page option. the only issue i have is usps mistakenly saying my CD weighed 19 pounds, which ill have to fix with them. I wanted to contact ebay to find out why their allowed to take the money out from my account without warning or okaying it with me. thats just theft at that point.

Being a book doesn't automatically qualify something for Media Mail shipping. There are many books that are not eligible, notably if they contain advertising (which is all a catalog is).
Only these items may be mailed at the Media Mail prices:
Books, including books issued to supplement other books, of at least eight printed pages, consisting wholly of reading matter or scholarly bibliography, or reading matter with incidental blank spaces for notations and containing no advertising matter other than incidental announcements of books. Advertising includes paid advertising and the publishers‘ own advertising in display, classified, or editorial style.

Have you entered the tracking number into the USPS website directly? Sometimes this can provide more info than ebay's tracking page does.
You could also check in with USPS regarding this shipment.
You can call them with the tracking number, or you can take the tracking number with you in person.
They may be able to give you more information about why there was an additional charge.
