Jaraguá is a municipality in central Goiás state, Brazil. It is a regional center and a producer of agricultural products, clothing, and cattle.  The second line Heche en is Spanish for Made In . .  . I cannot read the rest from your photo.  The next line is Por Joequin Rivas could be For Joequin River?  Also found some information for Santo Domingo, Dominican Republic.  The piece itself look like a taper candle holder from my perspective.  It is intriguing, maybe cultural or festival?

Interesting, could be an old incense burner ( remember the cone shaped incense) and the scent could come out the holes in face.
