Help with Russian Translation?

Little rust on the Russian but is something to the effect of Arms and Flags of the USSR.

That is in fact what Google Image Translate says as well.

Before the collapse of the Soviet Union in 1991. Looks like you have all 15 national republics of a set...plus Big one Russia. Union of Soviet Socialist Republics...was a giant single-party communist state formed by the federal union of 15 national republics.

Hard to say how new or old it is. Might want to look at "medals on eBay selling" by anyone from anyone of these 15 countries. Might get you a better timeline which would identify it better.

Thank you very much for your help. I did try to use a Russian typewriter to type the letters in for the translation but apparently I was putting in the wrong lettesr. In any case, many thanks for your replies.

That is in fact what Google Image Translate says as well.

 

Not as rusty as I thought. Obviously pre 1991 since Byelorussiia changed its name in 1991 and the Baltic's had already left the USSR before the collapse happened although mother Russia did not officially recognize the split until after the collapse.
