I have a INR request against me filed by a buyer who’s tracking shows delivered. They acknowledge that it says delivered but claim they didn’t get it. They want me to refund them everything except for shipping, which was free by the way. I added the tracking into the update tracking box and sent a message. I must act by tomorrow and my only choices are refund buyer, send message to buyer or add tracking. What do I do? Do I Let the act by date come and go since since it’s been delivered? I need a step by step walk thru please. Thanks

You add the tracking.
If it shows delivered you are covered for an "item not received case".
However please be aware if your buyer is a scammer or just plain dishonest they can still open an "item not as described case".
If they do that, return here for additional info. I should add that if that happens you probably want to make a new thread about it as well.
Also for your info, you never EVER just "let the case go". You must always act or not only will you lose the item and your money, you will receive a "defect" for your trouble and if you get just 3 of those (assuming you have low sales numbers) you can be suspended from selling on ebay altogether.
So just keep in mind any time you get a case opened by a buyer through ebay it is to be taken seriously.

Hopefully, your tracking was uploaded into the order... if not, add it. Now, upload it into the Case notes. Good luck.

In addition to @jonathankirkland 's response,
ask your buyer to speak with their mail carrier & PO.
The package may have been misdelivered.
That would not be your responsibility.

I did add the tracking in both cases immediately after receiving the INR. But it still shows as I need to take action by a certain date. So I’m confused. It still shows the same choices add transaction, contact seller and refund buyer! One needed to resolved by today, I added the tracking days ago. So I sent the buyer a message inquiring about the the situation today the resolution day. The case is gone and no longer in my manage request and disputes. If I’ve answered both cases with tracking why does it show I still need to resolve it?

Yea it’s weird. I noticed that about an INR that I had to respond to by yesterday. Tracking was already uploaded but the INR case still allowed me the same choices as you mentioned. So I just tried uploading tracking twice as well as type the tracking into the message saying tracking shows delivered. Then as you said… I let the act by date come and go. Ebay eventually sent me an email saying return is closed because tracking shows it was delivered.
This is a different protocol than I’m used to. Perhaps this has to do with all the messing around ebay has been doing lately with the Resolution Center aka Requests and Disputes.

Great, that's all sellers need now is for cases to be messed with and have an even higher possibility of being closed in buyers favor non-legitimately. 😞 Hopefully whatever the issue it gets resolved quickly...

Add tracking to the case. When it sees a delivery scan, it should close out in your favour. (That's what happened to me, but the delivery scan happened after the case was opened).
In the event it's not closing out in your favour after you upload it, call eBay and get them to manually close it out. Their process is to give the buyer 24 hours to appeal (at which time it will be ruled in your favour, as long as you have a delivery scan that shows delivered. It must show delivered, no other status will be accepted.

IF it was shipped through USPS - call the PO it was delivered through, you can get the number from a google search, explain the situation, see what they have to say.

Going the extra mile ... when I get one of those, I contact my PO and get the GPS of the delivery. I send that to the buyer and ask them to go to their PO to find out where it was delivered.
It is the PO responsibility to retrieve the package and deliver it correctly.
