This is a little tricky. Buyer bought 4 mud tires and thought they came with free shipping even though it said twice pick up only. Cancelled order. I went to send refund but paypal account only had the amount she paid minus the tax and fees. Sooo when I tried to refund, my paypal account was $21.00 short. How can I send her the total amount she paid when paypal still shows I dont have enough in it. I figured they would just take the extra out of my bank but they didnt. I know this is a stupid situation to be in, but should I just send her a paypal payment out of my account ??? Any advice greatly appreciated.....

You'll have to add money to your PayPal account to cover 100% of the buyer's refund amount plus your fees--cost of item + cost of shipping (if any) + seller fees.
eBay will refund the sales tax (if any) directly to the buyer.

I tried to do that but they said it would take three to five days....
Guess I better try to sell something really fast !

Have you communicated this issue to your buyer? Letting them know (kindly) that their issue resulted in a non-refundable fee through PayPal may help in resolving this. It's a clear case of buyer not reading the listing and maybe they will take claim that this was their fault.
Communicating with your buyer might help.

Do you know anyone who would be willing to transfer/send money to your PayPal account? Friend, relative, co-worker, roommate? Anyone? That would probably be the quickest, if you don't have any money in your checking or savings account (or whatever) that you could transfer into your PayPal account.

Starting last December Pay Pal won't process a refund unless you have the cleared funds in your account to cover it.
They won't pull it from your funding source anymore.
