Hi eBay Community,
I recently received a notice that my account has lost selling privileges due to an elevated “Item Not Received” (INR) rate. However, the issue was beyond my control: all affected parcels were returned by U.S. Customs due to recent postal restrictions between Vietnam and the U.S. (effective June 2025).
I fully refunded all buyers and attached proof of return in my appeal.
Can anyone please advise:
Is there a way to escalate the appeal?
Has anyone dealt with a similar situation?
Will eBay re-evaluate the restriction if this was due to external postal issues?
I really appreciate your help.

My account has been restricted due to high Item Not Received rate. What should I do?
In this case, the restriction will be automatically removed as soon as your INR rate improves and reaches the market average in the following evaluation cycles. However, you need eligible transactions to improve your performance. If eBay ends all your listings, the restriction is permanent and doesn’t imply any further re-evaluation.

I'm sorry this happened to your, but I don't think that anything can/will be done about it.
As an export seller, you are governed by the requirements of the Cross Border Trade (CBT) policy, which are shown in the CBT seller dashboard. There are no provisions for appealing the results in this policy, and I have never heard of any seller being able to have this decision changed on appeal.
