Not sure what you mean by you cannot publish an article, but if you mean list an item, you have limits as to how many items and the dollar amount that you can list.
A store may not be necessary when you are just starting to sell; it does not increase your limits.
Start slowly, with inexpensive things, possibly things around the house you no longer want, and build a history of successfully completed transactions, and learn the rules and policies of selling first.
