When having a big sale, should you have "Make Offer" as an option?  TIA

Typically i would say No but that depends on the sale. If you are marking down your items substantially, that should be enough so you don't get lowballed. If users watch your items you still will have the ability to send a direct offer after the sale or whenever you feel the need to. That being said, if you have a few items that you want to move at any price, adding the best offer may stimulate someone to make an offer. YMMV

I use Best Offer without promoting the fact.

There is a notice on the listing near the price, but a majority of my customers ignore it and pay full price.

I do use Free Shipping (which means my shipping costs are included in the asking price.)

With Best Offer I have automatic Accept /Reject parameters activated, so I am only notified if an Offer falls between those .
